what happen if Khay'tall ( www.secretlibrary.info/index.php?crypt=393 ) call a referendum and then during the referendum a Velvet Tongue ?...
does the votes still count since they are called before we put the counter on it ?

if not .. i should try to do something whit that :)

I was curious about that too, and in fact there is an ongoing debate on vekn.net . Bottomline: no definite answer yet!
